However, in order to be valif, there would have to be a licensed insurer that is responsible for the payment of claims. In recent years there has been a rash of "association plans" with often surface when genuine health insurance is hard to obtain or is costly. These "unauthorized" plans collect premium dollars without any intention of paying claims I am not suggesting that NBLA is one of these types of organizations.
