I called paypal twice to ask this question and they said that only the state or IRS can take the money but not creditors through court orders as they are not a bank. I suggest taking out your money before going to court, even if you have to go to a cash machine every day for a while to get the $400.00 cash limit untill your account is empty, this way you're not lying when yo say nothing is in your paypal account.
I have researched this question, because it is interesting and did not come up with an absolute straight answer. However, I believe at Paypal we do give our Social Security number and if I am correct on that, yes that money can be found and garnished. If I am wrong and we did not give our SS# at Paypal you still should not feel that money is safe from garnishment.
Paypal is connected to your bank and yes I believe you must disclose that information to a judge. I believe that 401k and savings bonds are safe from garnishment. On the other hand even if you disclose that you have money in Paypal would they actually go after that money?
