If you building a new computer then there's really no reason not to go with Windows 8. All your Windows 7 programs will work. There's a longs ways to go before support ends in 2020 for 7.
Windows 8 does start and shut down faster than 7. The Task Manager, File Explorer, and file copy/move dialog are improved. It does use less resources than 7, despite what Jordan believes.
They did that by dropping transparency effects and better use of graphics acceleration. I'm not a big fan of the apps. I do like having the live weather tiles on the start screen.
I can check the weather for the cities of my immediate family by glancing at my start screen. Not really ground breaking stuff but I think it's nifty. If you do decided to go with Windows 8 then you'll want to make some changes to it right away.
Microsoft wants you engaged with apps even on a desktop so they the default video and music player to the XBOX Video and XBOX Music apps. I find both way too limited. So after you get 8 installed, go to Default Programs in the Control Panel and and make sure Windows Media Player, or any other media player really, is set to the default.
Install a desktop PDF reader like Adobe Reader and set that as the default, too. I personally like the start screen since there's a ton of room to pin all my most used programs. There's only so much room on the task bar and I didn't like cluttering it up too much in Windows 7 so I kinda got used to only having my most used programs pinned there.
On Windows 8 I've got near 40 items pinned to just the first page of the start screen and there's room for more. Now I don't really ration what I pin to start. I can pin everything I use frequently with room to spare and it looks much nicer than dropping program icons onto the desktop.
I don't know about anyone else, but I kinda feel the desktop is where files go, not application icons. But that's just me. Even if you don't like the start screen you can install a start menu.
There are tons of free options out there. They even have options to boot right to the desktop and disable the hot corners, charms bar, and switcher. So you can turn Windows 8 into a faster starting version of Windows 7 if you really wanted to.

So far, anything that runs on one runs on the other. Windows8 is built on the Windows 7 kernel. I would not worry about future programs not working.
XP is so old that I can not even remember when it was introduced. Lol But you can still find programs for it. Windows 8 is a disaster but it is up to which way you want to go.
DO you like ease of use or do you want to go crazy pulling your hair out.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
