Sure he can, if he wants to. But hey, your neighbor can if they want to, or the guy jogging down the street. None of them HAVE to take responsibility for it.

This debt is YOUR debt. If dad wants to assume responsibility for that, he can do that, by PAYING it. You can't transfer a debt you owe, to someone else.
