Is the fine handed out by the English Premier League to Blackpool justified?

No one likes to see weakened teams being fielded but clubs do have to rotate players and it does make sense to do so for the less important games, why are the Premier League dictating to Ian Holloway(the manager) which players Blackpool should play, I think fining them is madness.

The big football teams don't have reserve teams, they have a squad of all, 1st team players, when they rotate, they are rotating like for like. Small football teams don't have that luxury, when they rotate to give players a rest to ensure that niggling injuries don't turn worse, it means including players from the reserves.

I think Blackpool have been hard done by,like Wolves were last season. There are 25 players in the squad and it should be up to the manager to choose which eleven of those players play.
