To stop combat you would need to use the stop combat command (ref. Stopcombat) on both AI and then to prevent them fighting again modify their disposition to each other. To modify the disposition you would enter: ref.
ModDisposition target 100 Again this needs to be done for both, you may even need to set them both as been in the same faction, but you would need the faction ID for that. Not found a command to find base ref yet, in Oblivion they wasn't one unless a script extender was used. For Vigilance you can try the baseID 0009A7AA The code is taken from http://www.uesp.net/wiki/Main_Page and while I haven't tried it myself they are usually correct (any mistakes will be corrected one we have the construction set and can check values).
UESP is usually a good source of base and ref ID's, but as Skyrim is still fairly new they may not have them all yet.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
