On page 59, states "For proposal preparation purposes, offerors who do not have an approved indirect costs rate agreement with the Department of Health and Human Services should estimate 25% for fringe benefits..." Can we use our institution's fringe rate without an agreement with DHHS, as long as the rate and base calculation is provided? Yes, offerors can use the fringe benefit rate of their institution.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
