Is there a way to put non-hubbers on a list so that whenever I publish a hub they will be?

Good question, but I don't think that's a feature here. If so, that's news to me!

The only thing I can think of is perhaps to build your own mailing list or something. I'm doing this on my paid focus group hub, but I don't know if this is what you want to do.

Also if your visitors subscribes to your RSS feed, then they will see when you have new content published. (Your RSS link can be found in your profile). You can tell visitors to go there and subscribe to your feed - or you can take your RSS link and add it to your hub and tell them to subscribe from there.

Hope this helps!

Ya I think that can be done through RSS feeds that can be one possible way.

Another possible way could be he could follow your profile from some social networking site like facebook or tweeter.

I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
