The GTX 460 1GB can overclock fairly decent. Roughly 900MHz on the core is what I see most people doing on it -- yielding a nice 8fps increase in games. Provided that it's not bottlenecked by your processor, of course.
MSI Afterburner is the best program for overclocking cards. And no, you're not going to "fry" a graphics card by increasing core and mem frequency. Going ape sh!
T with the voltage technically could, but only if it's PASSED the card's maximum safe voltage threshold. You don't risk "frying" a card by overclocking it, period. You risk degrading lifespan of the card after a few years, IF the voltage is set too high.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
