Is your bird sick if it won't fly or hop and uses the railing to move?

If he is using his beak to move around and is fast to do so, he is probably not sick, but if he moves slowly and doesn't eat much and has stopped drinking his water you should consult a vet. You may want to take precautions anyway, because budgies naturally try to hide it when they are sick to not be banished from the flock. Always look for the little signs, like if he is sleeping on two legs and not folding one in while sleeping.
