Amazon sells a number of pantry pest traps which are basically sticky paper inside a little cardboard tent with pheramones to attract the moths. They attract an amazing number of moths. Eeewww!
Not sure how you feel about using an insecticide, but when the moths were really bad we would spray the room around the ceiling with an insecticide sort of like we were applying an air freshener so that the mist would drift down and catch all the moths. There are pyrethin-based aerosols which are less harmful to the environment and harmless to pets. We also got one of those dispensers that automatically emits a squirt of pesticide every 15 minutes, again pyrethrin-based rated usable in restaurants and food prep areas and harmless to pets.

Please, don't use toxic mothballs... ...particularly when you have pets and/or children. In humans, mothballs can cause a range of toxic effects from headaches to liver damage (source). But you do have some options. First, pantry moth eggs are found in foods made from cereal grains (corn, wheat, etc) and nuts. My high school home ec teacher, years ago, told us to freeze nuts and items made from grains for 3-5 days, and it would kill any eggs that might be inside.
If it seems to only be the dog's food, you might give that a try. Also, once you've given them the deep freeze, keep these types of foods inside a tightly sealed container -- Ziploc bag, Tupperware, a big tin for dog food -- so that if moths are in one item, they won't spread. If you seem to have something heavily infested, get rid of it.
Even if you kill the moths, you'll still be eating their remains. There are some traps available for pantry moths, but I've not personally tried any of them. Look for ones that use pheramone, rather than chemicals.
Some "natural" moth deterrents include bay leaves, basil leaves, cedar (sachets or wood) and lavender sachets. You might try tucking some of these in your cabinet as well. Lastly, Terminex offers a guide to identification of pantry pests, along with tips for control.

I have found some ideas for you re moth problems..... I found a good website that tells you about moths and also moth control. I perosnally try to hang fresh cedar blocks in my closet. They do need to be changed periodically.
Some other ideas are in the website including covering up wool coats, fur, etc in garmet bags, regular use of a good suction vaccum cleaner, and a lot more ideas including special pheromone that can be special ordered for cloth moths. Freeze the dog food or replace it. Assuming the moths are coming out of the dog food, try removing all the dog food from the area and set sticky traps for the moths to land on. Either fly/pest strips, or I have read that they make some with moth pheremone attractant, but I don't know where to get those.
If the moths disappear, you know your problem for sure -- especially if they appear wherever you have put the food in the mean time. To take care of the food you have, freeze it. Any eggs or larvae in the food will likely die, or at least stop them from maturing in the time it takes your dog to eat the thawed food.
Don't worry about dogs eating the food with moth eggs and larvae in it, they're just bugs and safe for dogs. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
