IMHO jBPM - Business Process Management is the weapon of choice here. It's open source and can run in any J2EE server, and comes out-of-the-box with JBoss.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
