JSTL fmt library throws 500 error, requires sessions enabled?

That's very unfortunate. It look like you can't go around this. Your best bet is then to create custom EL functions which does the same.

I have recently run into the same problem, where JSTL code insists on setting a session-scope attribute to keep track of character encoding. Because I want my application to scale to large numbers of concurrent users, I am avoiding servlet session creation entirely.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
