It sounds to me just like the standard understanding of the difference between the executive and judicial branches of government. Cops are employees of the executive branch, so naturally they enforce, and they do indeed merely enforce, nothing more than that. But judges have to know a lot about law in order to resolve legal disputes.
Makes SENSE, so there's nothing bold about it.
I am studying Criminal Justice and Law. Judges DO know the law, they went to law school and did nothing but literally memorize book after book and case after case. Police officers DO enforce it, that is THEIR job.
The primary job of a judge is to, well, judge and decide proper action. The primary job of a police officer is to enforce it in the communities. :) I hope this was somewhat helpful.

Judges should know the law, and police officers enforce the law. Judges are just like everybody else: some are good, some are not so good. I have seen many judges who I knew case law better than they did.
Every day I am dealing with search and seizure rules 3-4 times a day. A judge might review one case a week. Take a look at the Supreme Court of the United States.
This is the top court in the nation, yet the vast majority of cases they review (well over 90%) the judges can not come to a unanimous decision - the court is always split. So our best, brightest, most educated judges can not agree on the law. It just goes to show what is written on paper is not always black and white.
I think that there are differences in the training of judges and cops. No judge knows every rule of law, although they can generally find them and apply them if necessary. Cops are trained in the basics of the criminal code, and what to do if they see something that looks like a crime.
Judges don't always know the law either, Judges just interpret the law and cops just enforce it. The REAL problem is the people who WRITE the law, which means the PEOPLE are the real problem since they elect the lawmakers.
Lawyers and judges are the intellectual muscle for the wealthy elite, privileged and propertied in the US. Korrupt killer kops are the actual muscle.
Half of America's Judges are drug addicts, child molesters and alcoholics.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
