Send hima letter (recorded delivery) setting out what has happened in chonological order. Give him 7 days (maximum) to repair the heating and hot-water or you will treat his continuing failure as a fundamental breach of the tenancy and quit the property without further notice. After that, he can do his worst.
The living conditions have not meant up to a standard that is exceptable . Therefore the landlord will be held responsible for all repairs that were not fixed during your tenancy. He could take the matter to court for the remaining monies owed on the lease but a win I doubt he'll get.
