Local webserver vs. Paid Web hosting? Apache? [closed]?

Apache is a web server. A web server is a system that hosts your website (among other websites). So, when you type something like google.Com the request finally (after a lot of intermediate steps) goes to a web server which "may" have more than one website running on it.

This web server (it can be Apache or IIS (Internet Information Server from Microsoft)) forwards the request to the appropriate page which processes the request and sends the result. Why would someone pay for web hosting? Because you need an externally visible system, i.e.

Your IP should be visible to internet users which is not the case usually. When you take an internet connection the public IP is of your ISP (internet Service Provider) who through some internal mechanism forwards the request to your computer. Secondly, if you're paying for a host, stuff such as maintenance etc. Are taken care of.
