Looking for a Harlequin romance novel from the 1980s or early 90s?

Looking for a Harlequin romance novel from the 1980s or early 90s. The story begins with a man who kidnaps a young woman for revenge against her brothers. He believes that one of her brothers has attacked his younger sister.

The woman he kidnaps is completely traumatized by the experience as she has been attacked and victimized in the past. Over time, he learns the truth about her skittishness and discovers that his sister lied about the situation in the first place. And of course, she's healed and they fall in love (eye roll).
