All the versions of the Radeon HD 6950 I have seen even the 2GB versions only requires 2x 6 pin connections to your PSU. Only AMD 6000 series card needs a 6 pin and an 8 pin is the Radeon HD 6990. Whatever the case, your PSU should have the required power connectors the card needs.
Most modern PSU's will have 2x6 pin connectors as you say you have and the retail packaged graphics cards that require an 8 pin often have the adapter in the box. If your really sure your card does need an 8 pin I would double check then you must buy an adapter if you don't have one.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
