I, in a different state had a similar situation. The biological father demanded a DNA test although he KNEW she was his. This was more a stalling tactic of the attorney.

DNA is the easiest I believe to prove the father and simultaneously put on the birth certificate since it can't be refuted at that point. Good luck! .
