The only way to find out for sure is to take him to a Vet. He could die if you don't.
Not even going to speculate. Could be any number of things ALL of which require vet care. So either find the money or take the pup to the vet and pay to have him put down.
Whatever he has, giving him cow's milk is just going to make him sicker, dogs are lactose intolerant, he needs to get to a vet. If you have money for a computer and online service, you can manage to get him checked out by a vet - it's really cruel to let him suffer. He may well have parvo, then he needs hydration - that's an i.v.At the vets, certainly NOT milk.
Could be poison could be parvo could be worms could be byb/mill breeding and wrong inside could be to young to be from mother.

The pup is definitely sick and needs a vet. Sounds like he has some definite neurologic signs but its hard to say what could be wrong. If you can't afford a vet and aren't too attached to him you might want to take him to the local shelter.
This is obviously an emergency situation and that dog will most likely die without a vet.
I am sorry but go probably have to take him to a vet. If you can't afford to take care of him bring him to a place that can. Give him water instead of the milk.
He really needs to see a vet, best thing you could do for him is take him to the spca or similar and see if they will help him. In england we have the pdsa that helps people with their pets when they can't afford a vet (sign of the times :( ) dunno if the us has something similar. Don't let the pup suffer do whats right by him.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
