Make your sister stop doing that immediately. Not only is she making things worse by reinforcing the bad behavior, which will make it even harder to fix, but what she's doing is cruel. Only a coward would take joy in picking on a small, defenseless animal.
The dog doesn't feel loved and protected by you. Number one is for your sister to leave the dog alone. Then you want to give your dog a safe, comfortable place to eat without being bothered.
You could use a large cardboard box to start with. Fold the top flaps back so the top is open. Then cut a doorway into the box.
For a few weeks, feed the dog in the box and whenever she is in there, don't touch or talk to her. Let her have a safe place that is all her own to eat. She should start to calm down, when she does, get rid of the box.
Please be nicer to this little dog. Think about how you would feel in a land of giants and treat her very gently. Also, get her a bed where she can go and be left completely alone while she's there.
After a while, if she doesn't change, then maybe you need to re-home her.
First of all if you want the dog to respect people than people must respect the dog. You need to build her trust and properly socialize her. This means no teasing, of course it's annoying her and probably confusing her too.
Adults and children must learn how to properly behave around the animal. If the dog growls while it has it's bone then the bone needs to be taken away. When you give your dog a bone I would suggest holding the bone while the dog chews on it.
I do this and tell my puppy what a good girl she is so that the experience with my hands near her food/face is positive. When she's growling she's trying to tell you something.
