Thats a tricky one and you won't know the real answer til they come and see you. If you tell them that the cat had a go at your dog first, surely that will count for something? And you paid the vet bill and the dog has no other history of violence?

An owner seeing their pet attacked in front of them is going to be traumatized, they will make a report since all dogs that kill pets are suspect for aggression. I've never known a cat to run AT a dog unless cornered or protecting kittens, if they have the room they run for safety. The fact you could not stop your dog immediately via verbal command will make a difference with the dog's investigation.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
