It may only be cow products to which he is allergic so see if he can take goat milk. Or Soy milk. Check with a doctor or appropriate expert first.
My daughter was lactose intolerant too as a baby. She had a really hard time with soy as well. So we switched to Almond Milk.
Really be sure to read the labels on the food you buy. Is that photo current? (such a cutie!) If so, looks like he is ready for solid foods.
We had to really watch the Gerber brand. The best for our daughter was just to make our own baby food. Cook veggies and fruits and then blend them up and freeze them in ice cube trays.
