Add a unique constraint to (User_1, User_2) If your links are symmetric (meaning that "foo"->"bar" is the same as "bar"->"foo") always insert the rows such that User1.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
