Yes. Lying to Congress is a "high crime and misdemeanor" and would be grounds for an impeachment hearing. But impeachment does not mean he would be convicted.
The impeachment hearing is held in the House, and the trial in the Senate. If Obama lied to Congress under oath this would be a definite impeachable act.
First, you have to have a scandal. The committee is grasping at straws hoping to find something, anything, to pin on Obama or Clinton. Incompetence is not a crime, or George Bush would have been impeached on his first day of office.
Interesting you say the "administration" lied, and not Obama. Generally it is not the duty of the president to write the speaking points of every worker in the federal government. So where do you tie this to being Obama and not the bureaucracy at fault.
The real scandal is the committee is not looking at ways to prevent future Benghazi events, they are not looking for lessons learned, they are not even considering what happen on the day of the event, or trying to find ways to replace all the money taken away by the Republican budget for diplomatic security.
