It's safe You've worn through the outer enamel, but the inner enamel is the same stuff, only a different color. It's perfectly safe to cook on. It's basically black glass, but much harder than glass.

They are safe to cook in. If a small piece of enamel chips off into something you're cooking -- if it's small enough, it will simply pass through your system. If it's larger and you see it... pick it out.

It appears to me you have the Chantal that is 'Enamel on Steel' cookware. The black you see is the carbon steel base pot. This is basically the same as a Cast Iron pot without the Enamel coating.

Cooking with it is not harmful. I would just be careful to dry the pot and oil the exposed steel so it doesn't rust between uses. If you do get rust on the exposed areas just scrub them with steel wool to remove the rust, heat the pot to remove any remaining moisture, then oil the exposed areas..
