On the uphill sections of the motorway, why not sign lorries to use lane 1 to allow cars to overtake thus avoiding congestion?

Normally dual 2 lanes allow lorries to overtake. Whilst uphill gradients slow lorries, these sections are generally short and thus restricting lorries to one lane would not significantly improve overtaking opportunities for faster vehicles. More.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
