Annoying! The forums are not a place I like to hang out. They get to be like the Rant and Rave session on Craigslist.... non-productive.
Mine just left and never came back. I thought that it was a participation thing, but my wife is also registered on this site and her accolade remains despite inactivity. Maybe she uses the forums and I just don't know about it, but it remains a mystery for me.
That icon is for participation in the forums, if you take a break from the forums for a few days it can dissapear and will come back when you are active again.....jimmy.
When you read other people's hubs and make meaningful comments and provide good insights it goes a long way to keeping those little thumbs up there. Answer questions (like this one) and help people, ask intelligent questions......
I have the same issue. I think participation in forum is more important than answering question. Because when I participate in forum that accolade comes and when I am inactive it goes back.
I also get annoyed with this. For me this is motivational factor. But sometimes hubpages moderator is beyond my understanding.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
