Citrify, iPiccy, PicMonkey, Ribbet, Picadilo, Fotor, FotoFlexer or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, has a free website version in Photoshop Express. If you are a former Picnik user than Picmonkey and Ribbet will be your best choices.

Photobucket is a great web based and FREE editing tools. The software behind it comes from Adobe who make some of the best commercial ($$$) photo and video editors.
Also check out Jaycut which allows you to export and save your videos! If you need/want more features downloading VideoSpin, VideoPad or VideoThang are great options. Still free, but you have to download the software.
Pixorial is a great tool for many media - free, with full features, for up to 10gb of video. http://www.edit-photos.net/video.
PhotoShop is the industry standard. It is used by professional photographers, graphic artists and photo retouchers. It isn't cheap, though.
However, they do have limited editions (or at least they used to.).
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
