Please help me find this book. It's romance historical/regency published around 1990"s? In this book the heroine lives in the country in a house that borders her childhood home.

She meets the hero and her neighbor when he goes duck hunting on his pond and shoots a mechanical duck that was invented by the heroine and was a birthday gift for her "daughter". The hero buys the little girl a pony for her b-day and teaches her how to ride (which she uses once when someone tries to kidnap her. The He compromises the heroine( he is from nobility but I don't remember his rank) and offers to marry her since he realizes that she was a virgin.

She refuses since everyone thinks she is ruined. After Her "daughter" is threatened the hero decides that to protect the little girl he must become her guardian. The heroine likes to invent things.

Example: mechanical duck, lighter made from a gun which she uses to light a fire inside a cabin when she and the hero are stuck during a storm. Again I'm not sure if its the heroine or the little girls name but Effie sounds very familiar.
