Start wearing colorful stuff, that stands out after your used to that geta lip or nose pierce (if your parents will let u) and then dye your hair.

Hair: You probably want to take the picture of that to a salon, because it would be to difficult to do by yourself. Tell them to cut a lot of layers into the hair, and that you want it razored (especially the bangs). Most of the time these girls use extensions to get the full desired look, but those can be pretty expensive.

Even if you don't want it spiky, you should tease it a little to get it more volumized. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
