Problem using AES and base64_encode the result?

I'm not sure exactly where it is going wrong, but when I was doing this I had some strange issues too. I'll share with you the code I wrote to get this working properly.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
