Py-pcap from dirtbags.net doesn't depend on a pcap lib so it might work for you. Though, I'm not sure how fast it is or if it works on windows.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
