Not sure if you're using the word "return" when you mean "refund"... But paying taxes is supposed to be the only reason the US is giving them work permits. So even though most don't earn enough to owe any tax they will still have to file returns. Even illegal migrants are able to file returns using ITIN numbers.

Between the child benefits and earned income credits they profiting from filing. They're even allowed to claim children that don't live in the US and get cash back for them.

There is no DREAM Act, nor will there be one, so that's a non issue. Somebody who works with a work permit (EAD = Employment Authorization Document), whether it's a neurosurgeon on an H1-B visa or a high school drop out who was approved for DACA, and pays income taxes, will be able to file an income tax return.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
