If you used sudo when installed it might be the reason sudo passenger-install-apache2-module uses system ruby. Try passenger-install-apache2-module which should produce proper config files.
Sometimes when I get strange errors like that reloading rvm fixes it.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
