The reason it is the same is because the true dominant chord always contains the leading tone. In C natural minor, for example, the natural dominant would contain the sub-tonic (Bb) as opposed to the leading tone (B natural). Without the leading tone, the dominant chord in C natural minor has the tendency to flow down to a sub-dominant chord, while a dominant chord containing the leading tone has a stronger pull towards the tonic chord.
The typical Dominant 7 consists of these intervals- Major third+Minor third+Minor third. That is the only true form of a Dominant 7.
