Like TurboB, I don't know why you have linked this to a political party, but, for the most part, unfortunately, taxing cigarettes doesn't deter enough people. My mom had a friend who would buy cigarettes if she only had enough money to buy them or her high blood pressure meds. No kidding.
When I smoked (quit for 20 years, thank goodness) I lived in Hampton VA and would drive to Yorktown as there was less tax. As a North Carolinian now, I can say that a lot of people cross from VA into NC to buy cigarettes because they are cheaper.

I no longer smoke but my daughter has a friend who says she gets cigarettes cheap by ordering from an Indian Reservation on line. It is minus all the taxes you would pay if you purchased them in a store. I was surprised because I thought that would be illegal.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
