Yes he'd be able to have sex. If he was real and as depicted I imagine it would be possible to impregnate also. Creatures do not need to be exact genetic matches in order to be able to procreate together, for example tigers and lions can mate to produce Ligers (Lion & Tigress) and Tigons (Tiger & Lioness).
