Like all good games, Scrabble is a combination of the two. It represents what we humans think life is: one appears to be given a random collection of items/people/family/resources and one is required to succeed with what one is randomly given. "The lot is cast into the lap; but the whole disposing thereof is of the LORD" (Proverbs 16:33), which means it's not random, but that God determines EVERY available resource, from dice throws to Scrabble bag pulls.
But the mixture is there, which is what people like. Usually, folks prefer card games because those are easier to figure out rules for; I like Scrabble exactly because it's not a simplistic card game. But the game still has its "randomness" to it that makes it more than intelligence (which is why many folks don't like chess--no randomness at all, only intelligence).
Percentage? Hoo boy, I'd have to say even odds because if one gets a bunch of vowels, no intelligence will help. Danielpauldavis's Recommendations Animation Greats!

I'm going to go with a bit of both . . .
But I think SKILL takes the upper hand. It's all about the deal of course, but if one doesn't know what to do with the "crappy" letters then the game is lost. Honing skills takes time.
The New York Times Crossword Puzzles and reading help a lot to remember the obscure words. But it's not just about knowing how to make a word, but where to make the word count for the most points. And a lot of times it can be a gamble that pays off to almost force the opponent into opening the high point squares for YOU.
I think of it a lot like chess or checkers (which I completely suck at). One must be able to visualize the board perhaps even two or three turns ahead. It doesn't always play out, BUT at least one is prepared.

I'd say both... with skill about 90 percent and luck 10 percent. Good spelling skills are necessary to win most of the time though. You have to be able to visualize words and know how to spell them to take advantage of lucky situations on the board.

I believe it's about 80-20 skill to luck. Recently began playing again after years of inactivity and have anywhere from 3 to 6 games going on-line with friends and relatives. Drawing high value letters makes the game easier in general but bingos are not necessarily dependent on high value letters.
There is some board stategy in protecting triple word squares and not leaving big openings for your opponent. Having a good vocabulary is helpful but with the dictionary feature now, anyone can submit words before playing them without penalty. The real serious (geeks) players memorize 7 letter words in alphabetical order but that sort of play is widely frowned upon by average players who want to enjoy the game as it was originally intended to be played.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
