Scroll view working in emulator but not working in android device?

In your 2 Snippers Replace your Code with Copy and paste in your file. Will work in both 2.1 and 2.2 .

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
