Seeking Embedded Database alternative to SQLite. Must have foreign key contraint and transaction support?

As of version 3.6.19, SQLite supports foreign key constraints. And as far as I know it already supports transactions? What did you have in mind?

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
