If LA breaches other contract that are held with Az businesses, they could be searching for another supplier of power. AZ could refuse to renew any contracts with LA that may otherwise be renewed. In this case, LA has much more to lose than AZ.
Just how much more childish can you get than LA throwing a tantrum while trying to dictate the actions of AZ, they cannot even run their own affairs. The people of LA have a choice, they can put pressure on the city leaders to back off from this. If they do not, than they must be in agreement and deserve as good as they send.
It's all talk, Nothing is going to happen. The only reason why the politician in California, clamming they will boycott Arizona, is just to put on a show. But Arizona should increase the rate for power sold to California.
