I think it depends on what time period he took the steroids. Was it during his rookie season? Was it following the season?
Was it during college? If he took them during a time after he was drafed and playing in the NFL, then yes, he should lose his rookie of the year award and still be suspended and very heavily fined. The award should be given to who was second in the voting.
The NFL needs to have very harsh penalties for those testing positive for any of the PED's. I think a four game suspension isn't enough. First time caught, one season, second time, two seasons, third time, banned for life.
If the penalties for violating the banned substance policy isn't strict enough the players will continue to take their chances and use them to get the most out of what is generally speaking a short lived career.
