Should House members listen to broad-based public opinion, or listen to district constituencies when voting?

You just don't get it that is not how politics works a politician has 5 loyalties 1 and most important the Party he is associated with they will vote the party line 99.9% of the time 2 lobbyists they have lots of support to spread around perhaps some under the table funds for many uses favours that you may find useful for future events whatever Graft applies 3 if he plans on being re elected how the constituents feel it matters not what the folks in LA or Washington or New York or Boston think when you are the Member from Fartsville Iowa they don't matter because they will not be able to get you reelected but your voters from Fartsville Iowa are very important if they don't like the things you do they will elect some other Moron next time 4 the Wife / Girlfriend no nookie if they aren't happy and if the wife makes noise and leaves the marriage he loses several percentage points in the next election which can take you from congressman or senator to joe street cleaner 5 personal ethics and Morals after the party if the party cares not how they vote they will vote according to how they feel assuming an experienced politician has any Ethic or Moral values.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
