It depends on why they're unemployed. Some people absolutely need the money, and absolutely need to find themselves a job as soon as possible so they can make rent, keep the lights on, or eat. They just won't have time, probably, to do things like that.

Finding a job, or at least ways to make money, is the top priority. But for people who don't have this problem, for instance, if they're just out of school, living with their parents, or the like, then volunteering is an excellent idea, for the reasons you listed above. A lot of their expenses are met, and it sure looks better than being "funemployed" and doing nothing!
