The GOP ploy is like a tantrum. They don't get what they want, so they try to make everyone else miserable. Ever since George Washington, it has taken two houses of Congress plus the president to pass or repeal any law.
House republicans have tried literally 49 or 50 times to repeal Obamacare, and it has not gone anywhere. So now they're having their tantrum. ----------- update ----------- Regarding negotiations: here's what usually happens when house & senate pass different versions of a funding bill -- committee representatives from both parties from house & senate get together in a conference.
The conference makes a compromise bill. Both chambers vote up or down on the compromise bill. THIS DID NOT HAPPEN.
Why not? In the current impasse, house republican leadership knows that enough moderate republicans would vote in the conference for a clean bill like the senate passed, and the clean bill would pass both houses in an up or down vote. House republican leadership blocked a conference 18 times because they don't want the outcome of the conference.
Is that clear enough? .
Meanwhile in the real world it's Democrats who shut down government. Remember, they're the ones that said they would rather shut down government than compromise, negotiate or even consider doing something to benefit the American people.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
