There are two laws which may be used against statutory rape in Texas: one of them sets an age of consent as 17, and another as 18. Texas Penal Code Section 21.11 sets the age of consent at 17 with a Romeo and Juliet clause of three years. While the family code, section 43.25 of title 9, which makes it a crime when someone "employs, authorizes, or induces a child younger than 18 years of age to engage in sexual conduct or a sexual performance".
And it has a two year Romeo and Juliet clause. So in a word yes it is illegal.
