Could be something other than paint you are smelling as today's paint is very tolerant though doesn't mean they aren't using the old stuff). Check or ask exactly what they are doing. Smart contractors wear masks to protect their lungs but I've seen plenty who don't - but if you see them wearing masks, ask what they are working with.
They might be spraying for mold, doing spray insulation (very nasty stuff), oil based wood sealant (which can stink for weeks), etc.
First, he isn't required to provide any notice of the renovation to an adjacent unit. You'll be fine as long as you keep the windows open for a couple of hours. If its really this bad in your unit, think about how it was for the people actually working in the adjacent unit...if they will survive, so will you.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
