1 If it was my sister-in-law at that accident (she is a police officer), she would make sure the person(s) were taken care of and than she would take care of the dog, she would bring it home or to a neighbor. She is an awesome police office and a very big animals lover, she has her own police dog.

2 I don't know about your area, but in my area, if the human is able to speak, then the police/ambulance crew will respect his wishes as to what to do with the dog. If the human is unable to speak, they will take the dog to our local pet emergency clinic (which is open during non-standard business hours).
