It is appearing, so I assume that means it is active. But I do suggest you move it up where people will see it. As for the ratings, your profile has a rating and your individual hub get rated too.

I stumbled upon other good hubs that explained how it all gets calculated, and other Hubbers have written very good and detailed answers to that question. You can find these hubs by using the search box at the top of any page. Search for "hub scores" under "hubs" and you'll find a lot of useful info.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
